General information<br \/>\nconcerning the EPA Science Advisory Board can be found on the EPA SAB<br \/>\nWeb site at <a target=\"_blank\" href=\"http:\/\/www.epa.gov\/sab\">http:\/\/www.epa.gov\/sab<\/a>.<\/p>\n<p>SUPPLEMENTARY INFORMATION:<br \/>\n\u00a0\u00a0\u00a0 The SAB was established by 42 U.S.C. 4365 to provide independent<br \/>\nscientific and technical advice, consultation, and recommendations to<br \/>\nthe EPA Administrator on the technical basis for Agency positions and<br \/>\nregulations. As announced previously Federal Register, May 19, 2010,<br \/>\nVolume 75, Number 96, Page 28009), the SAB may be asked to provide<br \/>\nadvice on a range of scientific and technical issues related to the<br \/>\nGulf of Mexico oil spill. To expand the pool of experts available to<br \/>\nserve as SAB consultants, the SAB Staff Office is seeking public<br \/>\nnominations of nationally recognized experts for potential service on<br \/>\nSAB workgroups, panels or committees to provide advice on this critical<br \/>\nmatter. The advice will assist the Agency in developing and<br \/>\nimplementing timely and scientifically appropriate responses to oil<br \/>\nspill contamination in the Gulf of Mexico and along the Gulf Coast. All<br \/>\nSAB advisory activities generally comply with the provisions of the<br \/>\nFederal Advisory Committee Act (FACA). As announced previously (Federal<br \/>\nRegister, May 19, 2010, Volume 75, Number 96, Page 28009), critical<br \/>\nmission and schedule requirements may preclude the full 15 days notice<br \/>\nin the Federal Register prior to advisory meetings, pursuant to the<br \/>\nfinal rule on Federal Advisory Committee Management codified at 41 CFR<br \/>\n102-3.150. However, information on Gulf of Mexico oil spill meetings,<br \/>\nas well as experts selected for service will be posted on the SAB Web<br \/>\nsite at <a target=\"_blank\" href=\"http:\/\/www.epa.gov\/sab\">http:\/\/www.epa.gov\/sab<\/a> as they are available. Nominees will be<br \/>\ninvited to serve based on: Scientific and technical expertise,<br \/>\nknowledge, and experience; availability and willingness to serve;<br \/>\nabsence of financial conflicts of interest; and scientific credibility<br \/>\nand impartiality.<br \/>\n\u00a0\u00a0\u00a0 Request for Nominations: The SAB Staff Office is requesting<br \/>\nnominations of nationally and internationally recognized experts with<br \/>\ndemonstrated research or operational experience assessing the<br \/>\nenvironmental impacts and associated mitigation of impacts due to oil<br \/>\nspills, oil products, oil constituents, and dispersants in air and<br \/>\nwater (including wetlands) media. Appropriate expertise may include one<br \/>\nor more of the following disciplines: Chemistry; fate, transport and<br \/>\nexposure assessment; toxicology; public health; ecology; ecotoxicology;<br \/>\nrisk assessment; engineering; and economics.<br \/>\n\u00a0\u00a0\u00a0 Process and Deadline for Submitting Nominations: Any interested<br \/>\nperson or organization may nominate qualified individuals for possible<br \/>\nservice in the areas of expertise described above. Self-nominations are<br \/>\nencouraged. Nominations should be submitted in electronic format (which<br \/>\nis preferred over hard copy) following the instructions for<br \/>\n&#8220;Nominating Experts to Advisory Panels and Ad Hoc Committees Being<br \/>\nFormed&#8221; provided on the SAB Web site. The instructions can be accessed<br \/>\nthrough the &#8220;Nomination of Experts&#8221; link on the blue navigational bar<br \/>\non the SAB Web site at <a target=\"_blank\" href=\"http:\/\/www.epa.gov\/sab\">http:\/\/www.epa.gov\/sab<\/a>. To receive full<br \/>\nconsideration, nominations should include all of the information<br \/>\nrequested.<br \/>\n\u00a0\u00a0\u00a0 EPA&#8217;s SAB Staff Office requests: contact information about the<br \/>\nperson making the nomination; contact information about the nominee;<br \/>\nthe disciplinary and specific areas of expertise of the nominee; the<br \/>\nnominee&#8217;s curriculum vitae; sources of recent grants and\/or contracts;<br \/>\nand a biographical sketch of the nominee indicating current position,<br \/>\neducational background, research activities, and recent service on<br \/>\nother national advisory committees or national professional<br \/>\norganizations.<br \/>\n\u00a0\u00a0\u00a0 Persons having questions about the nomination procedures, or who<br \/>\nare unable to submit nominations through the SAB Web site, should<br \/>\ncontact Ms. Sanzone, DFO as indicated above in this notice. The public will be requested to<br \/>\nprovide relevant information or other documentation on nominees that<br \/>\nthe SAB Staff Office should consider in evaluating candidates.<br \/>\n\u00a0\u00a0\u00a0 For the EPA SAB Staff Office, a balanced subcommittee or review<br \/>\npanel includes candidates who possess the necessary domains of<br \/>\nknowledge, the relevant scientific perspectives (which, among other<br \/>\nfactors, may be influenced by work history and affiliation), and the<br \/>\ncollective breadth of experience to adequately address the charge. In<br \/>\nestablishing workgroups, the SAB Staff Office will consider information<br \/>\nprovided by the candidates themselves, and background information<br \/>\nindependently gathered by the SAB Staff Office. Selection criteria to<br \/>\nbe used for panel membership include: (a) Scientific and\/or technical<br \/>\nexpertise, knowledge and experience (primary factors); (b) availability<br \/>\nand willingness to serve; (c) absence of financial conflicts of<br \/>\ninterest; (d) absence of an appearance of a lack of impartiality; (e)<br \/>\nskills working in advisory committees and panels for the Panel as a<br \/>\nwhole, and (f) diversity of and balance among scientific expertise and<br \/>\nviewpoints.<br \/>\n\u00a0\u00a0\u00a0 The SAB Staff Office&#8217;s evaluation of an absence of financial<br \/>\nconflicts of interest will include a review of the &#8220;Confidential<br \/>\nFinancial Disclosure Form for Special Government Employees Serving on<br \/>\nFederal Advisory Committees at the U.S. Environmental Protection<br \/>\nAgency&#8221; (EPA Form 3110-48). This confidential form allows Government<br \/>\nofficials to determine whether there is a statutory conflict between<br \/>\nthat person&#8217;s public responsibilities (which includes membership on an<br \/>\nEPA Federal advisory committee) and private interests and activities,<br \/>\nor the appearance of a lack of impartiality, as defined by Federal<br \/>\nregulation.
