\n\u00a0\u00a0\u00a0 The SAB was established by 42 U.S.C. 4365 to provide independent
\nscientific and technical advice, consultation, and recommendations to
\nthe EPA Administrator on the technical basis for Agency positions and
\nregulations. As announced previously Federal Register, May 19, 2010,
\nVolume 75, Number 96, Page 28009), the SAB may be asked to provide
\nadvice on a range of scientific and technical issues related to the
\nGulf of Mexico oil spill. To expand the pool of experts available to
\nserve as SAB consultants, the SAB Staff Office is seeking public
\nnominations of nationally recognized experts for potential service on
\nSAB workgroups, panels or committees to provide advice on this critical
\nmatter. The advice will assist the Agency in developing and
\nimplementing timely and scientifically appropriate responses to oil
\nspill contamination in the Gulf of Mexico and along the Gulf Coast. All
\nSAB advisory activities generally comply with the provisions of the
\nFederal Advisory Committee Act (FACA). As announced previously (Federal
\nRegister, May 19, 2010, Volume 75, Number 96, Page 28009), critical
\nmission and schedule requirements may preclude the full 15 days notice
\nin the Federal Register prior to advisory meetings, pursuant to the
\nfinal rule on Federal Advisory Committee Management codified at 41 CFR
\n102-3.150. However, information on Gulf of Mexico oil spill meetings,
\nas well as experts selected for service will be posted on the SAB Web
\nsite at http:\/\/www.epa.gov\/sab<\/a> as they are available. Nominees will be
\ninvited to serve based on: Scientific and technical expertise,
\nknowledge, and experience; availability and willingness to serve;
\nabsence of financial conflicts of interest; and scientific credibility
\nand impartiality.
\n\u00a0\u00a0\u00a0 Request for Nominations: The SAB Staff Office is requesting
\nnominations of nationally and internationally recognized experts with
\ndemonstrated research or operational experience assessing the
\nenvironmental impacts and associated mitigation of impacts due to oil
\nspills, oil products, oil constituents, and dispersants in air and
\nwater (including wetlands) media. Appropriate expertise may include one
\nor more of the following disciplines: Chemistry; fate, transport and
\nexposure assessment; toxicology; public health; ecology; ecotoxicology;
\nrisk assessment; engineering; and economics.
\n\u00a0\u00a0\u00a0 Process and Deadline for Submitting Nominations: Any interested
\nperson or organization may nominate qualified individuals for possible
\nservice in the areas of expertise described above. Self-nominations are
\nencouraged. Nominations should be submitted in electronic format (which
\nis preferred over hard copy) following the instructions for
\n“Nominating Experts to Advisory Panels and Ad Hoc Committees Being
\nFormed” provided on the SAB Web site. The instructions can be accessed
\nthrough the “Nomination of Experts” link on the blue navigational bar
\non the SAB Web site at http:\/\/www.epa.gov\/sab<\/a>. To receive full
\nconsideration, nominations should include all of the information
\nrequested.

\nthe disciplinary and specific areas of expertise of the nominee; the
\nnominee’s curriculum vitae; sources of recent grants and\/or contracts;
\nand a biographical sketch of the nominee indicating current position,
\neducational background, research activities, and recent service on
\nother national advisory committees or national professional

\nThe names and biosketches of qualified nominees identified by
\nrespondents to the Federal Register notice and additional experts
\nidentified by the SAB Staff will be posted on the SAB Web site at
\nhttp:\/\/www.epa.gov\/sab<\/a>. Public comments on this List of Candidates will
\nbe accepted for 15 calendar days. The public will be requested to
\nprovide relevant information or other documentation on nominees that
\nthe SAB Staff Office should consider in evaluating candidates.
\n\u00a0\u00a0\u00a0 For the EPA SAB Staff Office, a balanced subcommittee or review
\npanel includes candidates who possess the necessary domains of
\nknowledge, the relevant scientific perspectives (which, among other
\nfactors, may be influenced by work history and affiliation), and the
\ncollective breadth of experience to adequately address the charge. In
\nestablishing workgroups, the SAB Staff Office will consider information
\nprovided by the candidates themselves, and background information
\nindependently gathered by the SAB Staff Office. Selection criteria to
\nbe used for panel membership include: (a) Scientific and\/or technical
\nexpertise, knowledge and experience (primary factors); (b) availability
\nand willingness to serve; (c) absence of financial conflicts of
\ninterest; (d) absence of an appearance of a lack of impartiality; (e)
\nskills working in advisory committees and panels for the Panel as a
\nwhole, and (f) diversity of and balance among scientific expertise and
\nviewpoints.
\n\u00a0\u00a0\u00a0 The SAB Staff Office’s evaluation of an absence of financial
\nconflicts of interest will include a review of the “Confidential
\nFinancial Disclosure Form for Special Government Employees Serving on
\nFederal Advisory Committees at the U.S. Environmental Protection
\nAgency” (EPA Form 3110-48). This confidential form allows Government
\nofficials to determine whether there is a statutory conflict between
\nthat person’s public responsibilities (which includes membership on an
\nEPA Federal advisory committee) and private interests and activities,
\nor the appearance of a lack of impartiality, as defined by Federal
